Beginning April 2026, Utilities will begin charging a Paper Bill Fee of $1.50 per bill.

Producing and mailing paper utility bills is a significant cost. Starting in April, utility customers that receive paper bills will be charged a fee to cover these costs. “The cost of printing and mailing bills was previously built into our utility rates,” says Jason Casault, Director of Utilities. “Changing the way these costs are collected has allowed us to minimize rate increases for all our customers.” Utilities customers can avoid the paper bill fee by switching to ebilling, which remains free of charge. With ebilling customers will receive an email as soon as their bill is available in MyAccounts, the County’s online system for property tax and utility billing. It is quick and easy to sign up for ebilling through MyAccounts.

Strathcona County will provide exemptions for certain residents, such as those without home internet access or mobile data services, to continue to receive paper utility bills at no additional cost.

The exemption form is available on the Utility Billing website or in person at the Utility offices at the Strathcona Public Services Yard at 370 Streambank Avenue, Sherwood Park.
