As a municipality, the County is subject to the Access to Information Act and the Protection of Privacy Act. This legislation came into force on June 11, 2025, replacing the Freedom of Information and Protection of Privacy Act (FOIP). The County is committed to protecting personal information and transparency in governance through adherence to and compliance with privacy legislation.

Privacy Management Program

The Protection of Privacy Act requires the County to establish and maintain a privacy management program. The County's Privacy Management Program consists of the policies and procedures set out in various governance documents, including the Privacy and Access Policy (GOV-004-004), the Privacy and Access Directive (GOV-004-004D) and the Privacy and Access Procedure (GOV-004-004P) (coming soon). The Directive includes a list of all governance documents considered to be part of the Privacy Management Program, and most of them are available as part of the County's Municipal Policy Handbook.

Protection of privacy and Privacy Officer

The County protects privacy through compliance with the legislation with respect to its collection, use, and disclosure of personal information, and through adherence to the County's Privacy Management Program. If you believe that the County has inappropriately collected, used, or disclosed your personal information and would like to submit a complaint, if you have a concern or issue regarding privacy and access at the County, or if you otherwise have questions not addressed in the County's Privacy Management Program, please contact the County's Privacy Officer at atip@strathcona.ca.

Making a correction request

The Access to Information Act allows an individual to request the correction of an error or omission in their personal information that is under the custody or control of the County. For more information, please refer to the County's correction of personal information procedure set out in the Privacy and Access Procedure (GOV-004-004P) (coming soon).

If you would like to request correction to basic information about yourself (such as a change of name or address), please contact the County department identified in the notification of collection or privacy statement for that collection and request that your information be corrected or amended.

If you would like to request a correction to information other than basic information about yourself, please make a formal request to the Privacy Officer by sending a completed Request to Correct Personal Information form by email to atip@strathcona.ca or by mail to:

Routine disclosure and active dissemination of records

The County makes information available to the public by way of routine disclosure and active dissemination. 

Routine disclosure makes information available on request, which is typically subject to fees, and occurs when access to a record can be granted without an access to information request under the legislation. As part of the County's routine disclosure program, historical details about a property's development can be requested from the Planning and Development Services department through a Records Search

Active dissemination makes information available without any request through release on a periodic basis. As part of the County's active dissemination program, a variety of information is available through the Open Data portal

If the record you are seeking is not available through routine disclosure and active dissemination by the County, consider making an access to information (ATI) request. 

Making an access to information (ATI) request

The Access to Information Act allows anyone to formally request access to any record in the custody or under the control of the County.

If you are requesting your personal information, there is no initial fee. If you are requesting general information, there is an initial fee of $25. For both types of requests, additional fees may be assessed in accordance with the County's Fees, Rates and Charges bylaw. Fees can be paid by credit card, debit, cash or cheque. Please do not mail cash.

If you have been authorized to act on behalf of another individual to access their personal information, then you must also send a completed  Authorization of Representative and Affidavit of Witness (841.6 KB) .

The County has 30 business days to respond to an ATI request, and the legislation allows for that time to be extended. For more information, please refer to the County's access to information procedure set out in the Privacy and Access Procedure (GOV-004-004P) (coming soon).

Law enforcement disclosure request

Privacy legislation permits disclosure of records for law enforcement purposes. The County manages and tracks these requests and disclosures using a standardized request process.

If you are part of a law enforcement agency and want to make a law enforcement disclosure request (LEDR), please:

  • Records in the form of CCTV:

    • Contact the County's Integrated Monitoring Centre (IMC) at 780-410-8686 and speak to a supervisor for direction on where to send a DEMS request (if applicable) or completed LEDR form, as well as for answers to related questions, OR

    • Contact the County's Corporate Security Advisors (CORSEC) at CORSEC@strathcona.ca to submit a DEMS request or completed LEDR form (link below).


  • Records other than CCTV:

The County will not release personal information until it receives a completed LEDR form or DEMS request. To avoid a delay in processing your request, please ensure the LEDR form or DEMS request is filled out completely and with the following information:

  • Name of law enforcement agency (e.g., Strathcona County RCMP)

  • Name of individual the information is about (if known)

  • Type of record being requested

    • If CCTV, include date, location and approximate time when the incident occurred

    • If another type of record, provide sufficient information to allow the record to be identified and determine the location (including dates, times and location, if applicable)

  • Name and section number of the applicable legislation under which your investigation is occurring

  • File number

  • Officer's name, title, badge number (if applicable) and signature
