Job Description
The Enterprise Information & Records Management Lead is pivotal within the Enterprise GIS, Data & Information branch leadership team, focusing on developing and maintaining a robust governance framework and strategy for information and records for Strathcona County. By creating policies, conducting risk assessments, and ensuring compliance, the Lead safeguards the County’s information assets, driving organizational efficiency. The role aims to establish a comprehensive governance framework, achieve full compliance with data protection regulations, reduce risk through proactive audits, and enhance employee training on best practices.
Key Responsibilities:
- Accountable for the implementation and management of services, procedures, tools, and documentation to ensure high service integrity and availability
- Liaise with ITS resources, business clients, and IT vendors to ensure client priorities and issues are addressed promptly and effectively
- Oversee the financial management of services including budgeting, forecasting, and monitoring of resource costs, licensing, vendors, etc. as well as overseeing risk management of information and records
- Accountable for implementing changes to services following proper incident, problem, and change management practices
- Establishing and monitoring controls that meet audit requirements, ensuring compliance with ITS policies and maintaining security measures
- Manage relationships with vendors to ensure adherence to service agreements, operational support, escalations, and problem management 
- Monitor evolving trends in software development, systems support, and user support practices, ensuring the adoption of best practices
- Stay up to date with County policies and standards, as well as federal and provincial legislation and regulations governing the area, ensuring compliance, alignment with best practices and recommending changes
- Prepare communications and presentations to deliver clear messaging for senior-level audiences
- Lead, coach and mentor a team of IT professionals, fostering a collaborative environment that encourages innovation and continuous improvement, while providing expert technical guidance and support to enhance team capabilities 
- Monitor team performance and productivity, conducting regular evaluations and providing constructive feedback to drive individual and team success 
- Collaborate with cross-functional teams and foster strong relationships ensuring client needs are understood and addressed promptly
Qualifications and Skills:
- Bachelor’s Degree in Computing Science, Information Technology, or a related discipline and 7 years’ experience in an IT environment or a Diploma in Computing Science, Information Technology or related discipline along with 9 years’ experience in an IT environment
- Minimum of 3 years in a leadership role
- Completion of specialized certificates in records management such as Certified Records Manager (CRM- ICRM), Electronic Records Management Master (ERM – AIIM), Electronic Content Management (ECM – AIIM) or Certified Information Privacy Professional (CIPP – IAPP) are assets
- Certifications in Information or Data Management (e.g., CDMP – Data Management Body of Knowledge) is considered an asset
- ITIL, Change Management, and PMP certifications would be considered assets
- Experience leading an information management function, especially the requirements and practical implementation of information and records management standards and experience in leading the creation and maintenance of information and records management structures and tools
- Excellent written and verbal communication skills, along with strong presentation and customer service skills
- Ability to communicate effectively with staff with varying degrees of systems understanding (none to expert)
- Advanced ability to build and maintain relationships, communicate and collaborate with stakeholders, find common ground, communicate progress and risks, and help others thrive in a continually changing environment
- Ability to apply systems thinking and strategic management to understand the big picture while focusing on details, identifying connections, assessing impacts, managing risks, and uncovering opportunities
- Advanced ability and experience working in a complex multi-stakeholder environment with competing interests and priorities
- Proven leadership, project and organizational change management experience
- Previous experience managing a hybrid/remote workforce
- Experience working in a Microsoft-based office environment, including MS Teams and SharePoint
- Experience with information lifecycle management systems (e.g., Collabspace)
