The Bremner area, located north of Highway 16 and east of Highway 21, is planned to be a complete urban community with a variety of housing and services to meet the needs of a broad array of future County residents. Council approved amendments to the Bremner and LEA (Local Employment Area) Area Concept Plan (28.4 MB)  and the County's Land Use Bylaw on February 25, 2025, that will ensure that a diverse range of residential options will be available within the future Bremner community.Â
An Area Concept Plan is a document that guides future development within a specific area. The Bremner and LEA (Local Employment Area) Area Concept Plan (ACP) is split into two parts, Bremner and the Local Employment Area. The amendments include the addition of a requirement into the Area Concept Plan that ensures that when urban development begins within the Bremner area, new low-density residential areas will allow for up to four units on each property. This would include opportunities for housing forms such as fourplexes or stacked townhouses throughout low-density neighbourhoods.Â
To implement this new requirement in the Bremner and LEA ACP, amendments to the Land Use Bylaw were also approved by Council that will enable consideration of four units on each property within the urban residential zones utilized in Bremner, including the RLD1 - Small Lot Low Density Residential and RLD2 - Standard Lot Low Density Residential. The amendments include changes to regulations related to stacked townhouse dwellings, which are a defined use in the Land Use Bylaw.Â
The amendments are intended to apply to newly developing areas in Bremner only and do not apply to other areas such as country residential, rural residential or agricultural properties.
