Job Description

This Senior Financial Reporting Advisor provides leadership and in-depth expertise to contribute to the planning and delivery of comprehensive organizational financial reporting for Strathcona County. The position leads and coordinates the implementation, maintenance and review of financial models, structures and processes to ensure organizational financial reporting requirements are met. In addition, this position partners with senior staff to coordinate and oversee the provision of critical financial analyses to inform the County’s decision makers about the management of its operating and capital financial resources. 

Assisting the Manager, Financial Reporting, this position provides leadership, conceptual thinking, and analytical skills to provide advice, expertise, consultation and training that support the integrity and reliability of the organization’s financial reporting, and the related internal controls over financial reporting in compliance with PSAS and the Municipal Government Act. This includes oversight of the accounting and reporting programs, and supervision of the Financial Reporting Analyst positions.

Key Responsibilities

  • Provide professional financial reporting and analysis for planning and delivery of comprehensive financial reporting services for Strathcona County
  • Provide guidance to Directors and their financial staff to ensure consistent financial implementation across all County Departments
  • Prepare and attend presentations to Executive Team and Council to provide detailed information, respond to inquiries and identify follow-up items
  • Ensure compliance with regulatory reporting requirements including the annual Financial Information Return 
  • Review and monitor accounting processes, and strive for continuous improvements in financial reporting to ensure accounting transactions are appropriately approved and comply with standards and legislation 
  • Develop and implement procedures for all matters related to financial reporting systems, processes and controls by analyzing the current state, providing recommendations for improvements and monitoring for compliance
  • Provide strategic financial accounting expertise to facilitate development of annual financial statements and other reporting 
  • Support the Manager,Financial Reporting in the coordination of the external audits, preparing and reviewing complex year end working papers, including analysis and consolidation of information from various other working papers 
  • Supervise staff to ensure accuracy and timeliness of accounting, efficiency of resources and high level of customer service 
  • Conduct quality assurance reviews of data integrity analytics for sub ledger and general ledger balances, assessing system capabilities to ensure financial reporting requirements can be met as well as provide financial information for operational decision making
  • Develop and maintain effective working relationships with departments to facilitate communication and understanding between lines of business and Financial and Strategic Services 

Qualifications and Skills

  • A related degree along with 7 years of experience, or a related diploma with 9 years of experience in financial analysis, financial statement preparation, internal controls and reporting is required
  • Completion of the Chartered Professional Accounting (CPA) designation is required  
  • Experience in a municipality or with public sector accounting standards is preferred
  • Strong problem-solving skills with the ability to exercise sound judgement and work under pressure
  • Effective time management and the ability prioritize is required
  • Excellent interpersonal skills, with the ability to interact and present effectively with various teams 
  • Strong computer proficiency with Microsoft Office Suite and thorough knowledge and experience with computerized integrated accounting software packages is an asset
