Everybody Rides program

Strathcona County believes that everyone should have access to transportation. In partnership with Family and Community Services, a program has been implemented to assist qualified residents in reducing the cost of accessing Strathcona County Transit.

The Everybody Rides program improves access to transit services for residents who have limited income. Approved applicants receive a reduced monthly fare cap on their Arc card profile. The Arc card must be linked to a registered account and is only valid for the registered user.  Reduced monthly caps are available for both commuter and local service. Where you travel and the service used determines the fare deducted from the Arc account.

  • You may qualify if you are a resident of Strathcona County and meet the criteria listed below. You will require documentation such as identification, proof of Strathcona County residency and your Notice of Assessment (NOA) when applying for the program.  

    Household income 

    A household is considered a maximum of two adults (18 years of age and older) and unlimited children/dependents 17 years of age or younger living in the same home.  

    Number of people in your household 

    Net household income criteria to qualify 

    1 person 

    Net household income is less than $2,806 per month  
    ($33,675 per year) 

    2 people 

    Net household income is less than $3,415 per month  
    ($40,984 per year) 

    3 people 

    Net household income is less than $4,253 per month  
    ($51,033 per year) 

    4 people 

    Net household income is less than $5,306 per month  
    ($63,668 per year) 

    5 people 

    Net household income is less than $6,042 per month  
    ($72,499 per year) 

    6 people 

    Net household income is less than $6,700 per month  
    ($80,404 per year) 

    7 or more people 

    Net household income is less than $7,186 per month  
    ($86,240 per year) 

    Please note: net household income qualification amounts are adjusted annually. 

    Resident status 

    In addition to the household income requirement, you must be a resident of Strathcona County and either a Canadian citizen, refugee or permanent resident.  

  • The following individuals do not qualify for the subsidy: 

    • Individuals who live outside of Strathcona County.  

    • Individuals who have a household income higher than the range shown above,  

    • Individuals who hold a temporary residence visa/permit in Canada (Visitor Visa, Work Permit or Study Permit).  

    • Canadian National Institute for the Blind (CNIB) card holders (as they already receive transportation through the CNIB card).  

    • Individuals who cannot provide the required proof or documentation required. 

  • Proof of income 

    • 2024 Notice of Assessment (NOA) from the Canada Revenue Agency (valid until May 31 of the following year). Starting June 1, 2026 - a 2025 Notice of Assessment (NOA) from the Canada Revenue Agency will be required and a 2024 Notice of Assessment (NOA) will no longer be accepted. 

    • If your NOA no longer reflects your current financial situation, please bring your NOA in addition to 3 months of bank statements for review.  

    • If you are new to Canada and are a refugee or permanent resident within the first year and don’t have an NOA, please bring 3 months bank statements from a Canadian bank.  

    Identification (for adults 18 years of age or older) 

    Identification showing birth date and photo ID in the form of one of the following (only one required):  

    • Valid driver's license or Alberta Identification Card  

    • Passport 

    • Birth certificate or Alberta Health Care card and non-government ID card including a photo 
       

    Proof of Strathcona County residency (only one required) 

    Please note: if residency is unclear, additional supporting documents may be required.  

    • Valid driver's license  

    • Rental agreement  

    • Mortgage bill 

    • Utility bill or cable/internet bill in your name and connected to your physical home address 

    Identification showing Dependent Children (if applicable, only one required)  

    • Alberta Health Care Card 

    • Birth certificate 
       

    Newcomer status  

    If it is your first year in Canada you will need to bring your Permanent Residence (PR) Document (including signature and/or remarks) or valid PR Cards for each person applying or valid Refugee Protection Claimant document for each person applying.
