The Clean Energy Improvement Program (CEIP), administered by Alberta Municipalities, makes energy efficiency improvements more accessible for homeowners—so you can save on energy bills and enjoy a more comfortable, efficient home for you and your family.
CEIP offers flexible financing to help cover the upfront costs of energy efficiency and renewable energy upgrades, allowing homeowners to make improvements without the big upfront investment.
The CEIP offers homeowners low interest financing on up to 100% of eligible project costs. The interest rate for CEIP projects in Strathcona County is currently 2%.
CEIP repayment is tied to the property, not the property owner. This means in the event of sale, the new property owner takes over the remaining annual payments and benefits from the energy-saving upgrades.Â
The program offers repayment terms of up to 20 years on eligible improvements, with the option to repay in full anytime without penalty.Â
A 5% incentive will be applied to completed CEIP projects in Strathcona County during the first four years of the program. Incentives are applied to CEIP projects on a first-come, first-served basis. Incentive amounts will be applied directly to the amount owing on the property tax roll upon completion of the CEIP project. The deeper the retrofits, the greater the savings!
To avoid potential delays, review the following application details and requirements.
Inform all property owners of your intention to apply for CEIP financing.
All property owners will need to sign the Project Application Form and Program agreements. Additionally, one property owner needs to sign the Pre-Qualification Form and Upgrade Completion Forms. Ensure that you read the Terms and Conditions before applying.
Check that your property is eligible for CEIP financing.
The residential property must, at minimum, be an existing building that is either a:
Note: The property must be lawfully occupied as a residence at the time of Pre-Qualification Form submission.
Check that you meet the minimum financial requirements and property tax requirements:
Check your mortgage agreement, insurance policies, and building policies, and have copies of each ready.
Review the Pre-Qualification Form for the information you must include in your application.
Note: Alberta Municipalities will need your property description and tax roll number. These are on your most recent property tax assessment notice.
Read the CEIP Terms and Conditions. Complete the Pre-Qualification Form. This step confirms that you and your property meet the basic program qualification criteria.
Once pre-qualified, schedule an EnerGuide home evaluation to learn about your home’s energy performance. This will help you understand your priority options for home improvements.
Choose a Qualified Contractor and plan your project. Then, submit your Project Application to Alberta Municipalities.
Once approved, you’ll enter into two program agreements: a Clean Energy Improvement (CEI) Agreement with the municipality, and Project Agreement with Alberta Municipalities and your chosen Qualified Contractor(s).
After signing both agreements, you will receive an installation authorization notice from Alberta Municipalities to begin work with your Qualified Contractor(s) to complete the improvements.
Note: CEIP upgrade installation authorization is not the same as a municipal permit. Any required permits (e.g., building, electrical, gas, etc.) must be obtained from Strathcona County Planning and Development Services in addition to receiving CEIP installation authorization. Submit your upgrade completion forms as your improvements are completed.
After your project is complete, a post-project EnerGuide evaluation will provide a new rating and label based on your home’s upgrades.
You’ll repay the project cost through your property tax bill as per your Clean Energy Improvement (CEI) Agreement.

Note: ECM motors for residential furnaces are not an eligible CEIP upgrade in Strathcona County
Participants must be the legal owner of an existing low-rise residential property located in our municipality and meet all requirements listed in the program Terms and Conditions.
Must be a CEIP Qualified Contractor registered with Alberta Municipalities.
Strathcona County does not require business licenses; however, some CEIP installations, such as solar systems, require permits.
All applicable permits must be in place prior to payment being issued for CEIP upgrades at project completion.
There are two considerations that affect the annual CEIP Tax on a participating property.
Alberta Municipalities is the provincial administrator for CEIP.
The CEIP program is carried out with assistance from the Federation of Canadian Municipalities’ Green Municipal Fund, an endowment created by the Government of Canada.
