Job Description
We are looking for a strategic thinker ready to lead the delivery and continuous improvement of Strathcona County’s Utilities Asset Management Program. The role is responsible for asset management strategy, including plans, policies, risk and condition assessments, and short- and long-term capital investment planning to support sustainable utilities infrastructure. This position advances asset management tools and practices across engineering, operations, and finance, and represents Utilities in the Corporate Asset Management program.
Key Responsibilities:
- Champion the development and implementation of Asset Management (AM) practices within the Utilities department for water, wastewater, stormwater, waste management and community energy
- Develop and advance long-term AM strategies to enable needs-based, justifiable Utilities infrastructure planning, maintenance, renewal and budgeting
- Prepare conceptual plans, guiding documents and comprehensive reports capable of explaining complex technical issues to both technical and non-technical staff and external stakeholders
- Lead the department in advancing AM planning, asset risk assessments, options analyses, renewal planning and asset investment planning
- Represent the Utilities department within the Corporate Asset Management program and share expertise with various AM practitioners in other County departments
- Ensure Utilities AM advancement is aligned with corporate initiatives and processes
- Lead AM specific initiatives that will increase asset management maturity within the department by proactively identifying and prioritizing AM areas of improvement within the department
- Develop and present project charters to Utilities Leadership Team for endorsement and resourcing
- Coordinate asset data management with department GIS and VueWorks staff to meet planning, financing, engineering and operational requirements
- Explore external influences, trends, innovation and best practices to deliver new efficiencies and improvements within the department’s AM program
- Ensure advancement of AM tools and strategies for Utilities requirements and Utilities asset knowledge advancement
Qualifications and Skills:
- Post-secondary Degree in Civil or Mechanical Engineering with 7 years related experience or a Diploma in Civil or Mechanical Engineering with 9 years of related experience
- Professional Engineering Technologist (P.Tech.) or Professional Licensee (P.L.(Eng)) with the Association of Science and Engineering Technology Professionals of Alberta (ASET), or a Professional Engineer (P.Eng) with the Association of Professional Engineers Geoscientists of Alberta (APEGA)
- Minimum of 9 years related experience in asset management related to water, wastewater and stormwater infrastructure
- Solid understanding of infrastructure systems, operating principles, and lifecycle considerations
- Proficiency with engineering software and computerized maintenance management systems (experience with VueWorks considered an asset)
- Strong interpersonal skills with the ability to maintain a professional and positive image to establish and maintain effective working relationships with a wide variety of partners
- Strong analytical skills to research, evaluate and apply asset management best practices
- Provide leadership and motivation to support the ongoing development of the Utilities’ department asset management initiatives
- Effective time management skills and the ability to work in a challenging, fast-paced work environment
Conditions of Employment:
- Submission of a Satisfactory Criminal Record Check
- Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
