Part 16 : Centre in the Park Zone

16.7  PCH – Park Centre Hotel Area 

Area of Application 

16.7(1)

The PCH area contains the area of land identified as "PCH" on 16.1(66) Drawing "CITP". The regulations set out in this section 16.7 apply to the PCH area. 

Purpose 

16.7(2)

The purpose of this area is to facilitate the redevelopment of the existing hotel to provide for a mixed-use area with opportunities for commercial uses and residential uses

Uses

16.7(3)

Subject to any fundamental use criteria for certain uses set out below, the permitted uses and the discretionary uses for this zone are listed in Table 16.7(A).

Fundamental Use Criteria 

16.7(4)

The fundamental use criteria for certain uses before uses become permitted or discretionary uses within this zone are: 

  1. (a) The following shall not be located on the first storey of a building fronting onto Sherwood Drive or Granada Boulevard: 
    1. (i)  
    2. (ii)  
    3. (iii) apartment dwelling 
    4. (iv)

The following uses shall not front onto Sherwood Drive or Granada Boulevard: 

  1. (i) religious assembly minor 
  2. (ii) utility service minor 
     
  3. (c) Service station, minor shall only be considered where located on Plan 8921558, Block 66, Lot 1. 
  4. (d) The following uses shall be a discretionary use where the gross floor area is equal to or greater than 250 m2
    1.  (i) alcohol retail 
    2. (ii) cannabis retail 
    3. (iii) convenience retail 
    4. (iv) general retail 
    5. (v) secondhand retail 
       
  5. (e) The following uses shall be a discretionary use where there are equal to or greater than 100 seats: 
    1. (i) restaurant 
    2. (ii) specialty food service 
    3. (iii) neighbourhood pub

Development must comply with Table 16.7(B). Figure “PCH” provides a visual representation of some of the following provisions.

16.7(6)

Where a building face contains a public entrance that faces towards an abutting R1A zone, the development must provide a publicly accessible amenity space that: 

  1. (a) is located between the build-to line and the boundary of the R1A zone; and 
  2. (b) has an active transportation infrastructure connection to Granada Boulevard, Sherwood Drive, and the adjacent greenway. 

Connectivity 

16.7(7)

A development shall provide the active transportation infrastructure connections shown on Drawing "PCH" or alternative linkages on the same site to the satisfaction of the development officer.

Other development regulations 

16.7(8)

Any contiguous building frontage must not exceed 100.0 m. 

16.7(9)

Any entryways and display windows of a building should cover a minimum of 30 % of the first storey of any building face located beside Sherwood Drive or Granada Boulevard.
