Access and privacy legislation 

As a municipality, the County is subject to the Access to Information Act and the Protection of Privacy Act. This legislation came into force on June 11, 2025 and replaced the Freedom of Information and Protection of Privacy Act (FOIP). 

Routine disclosure and active dissemination of records 

The County makes information available to the public by way of routine disclosure and active dissemination. 

Routine disclosure makes information available on request, which is typically subject to fees, and occurs when access to a record can be granted without an access to information request under the legislation. As part of the County's routine disclosure program, historical details about a property's development can be requested from the Planning and Development Services department through a Records Search. 

Active dissemination makes information available without any request through release on a periodic basis. As part of the County's active dissemination program, a variety of information is available through the Open Data portal. 

If the record you are seeking is not available through routine disclosure and active dissemination by the County, then consider making an access to information (ATI) request. 

Making an access to information (ATI) request 

The Access to Information Act allows anyone to formally request access to any record in the custody or under the control of the County. If you are requesting your personal information, there is no initial fee, however administrative fees may be assessed in some circumstances. If you are requesting general information, there is an initial fee of $25, and in some cases, additional fees may be assessed. Fees can be paid by credit card, debit, cash or cheque. Please do not mail cash.

If you have been authorized to act on behalf of another individual to access their personal information, then you must also include a completed authorization form.

The County has 30 days to respond to an ATI request, and the legislation allows for that time to be extended. 

Law enforcement disclosure request 

The Access to Information Act permits disclosure of records for law enforcement purposes. The County manages and tracks these requests and disclosures using a standardized request process.
To make a LEDR request:

  1. Complete a  LEDR for designated employees (5.4 MB)

The County will not release personal information until it receives a completed form. To avoid delay in processing your request, please ensure the form is filled out completely and with the following information: 

  • name of law enforcement agency (e.g. Strathcona County RCMP) 
  • name of individual the information is about (if known) 
  • type of record being requested 
  • if CCTV, include date, location, and approximate time when the incident occurred 
  • if another type of record, provide sufficient information to allow the record to be identified and location (including dates, times, and location, if applicable) 
  • name and section number of the applicable legislation under which your investigation is occurring 
  • file number 
  • officer's name, title, badge number (if applicable), and signature
