The purpose of an Intermunicipal Development Plan (IDP) is to establish a coordinated framework for the growth and development along shared municipal boundaries. These high-level statutory plans are jointly developed by two or more neighbouring municipalities and are established to minimize future land use conflicts and support the long-term interests of both municipalities.
The Municipal Government Act, under Section 631, requires adjoining municipalities to develop an Intermunicipal Development Plan. The exception to this requirement is when both municipalities agree that they do not need an Intermunicipal Development Plan.
