Job Description

Turn data into insights that make an impact! As the Utility Billing Financial Advisor, you’ll play a key role in ensuring the accuracy and financial integrity of Strathcona County’s utility billing program. Through financial analysis, system reviews and process improvement, you’ll identify and resolve discrepancies, strengthen internal controls, mitigate financial risk and uncover opportunities to improve efficiency and service delivery. Working collaboratively with colleagues across Utilities, you’ll help ensure billing practices are accurate, compliant and support sound financial decision-making.

 

This posting is for a temporary full-time position up to 24 months

 

Key Responsibilities:

  • Analyze utility billing, account and system data to ensure services, rates, charges and billing structures are accurately applied to customer accounts
  • Develop and maintain documentation of utility billing processes and procedures, including account setup, rate structures, adjustments, collections and specialized billing processes
  • Review utility accounts, including legacy agreements and specialized accounts, to identify discrepancies, configuration issues and opportunities for account cleanup and correction
  • Analyze and compare meter, consumption, billing and revenue data to validate completeness, accuracy and consistency, and identify potential billing or financial losses
  • Analyze utility revenue, consumption and financial information to identify trends, variances and anomalies, assess their impact and recommend corrective action
  • Ensure utility billing data is accurately reflected in the financial General Ledger and aligns with the County’s Chart of Accounts and applicable Public Sector Accounting Standards (PSAS)
  • Investigate billing, system and financial discrepancies, determine root causes and provide recommendations to resolve issues and improve the accuracy of utility revenue reporting
  • Identify opportunities to improve billing systems and processes through data analysis, system reviews and validation techniques, and provide recommendations to enhance accuracy, efficiency and controls
  • Support the review and administration of utility programs and agreements, including the owner-occupant program and third-party service agreements, ensuring accounts meet applicable requirements
  • Monitor and review billing system configurations and processes to confirm calculations, rates, installment plans, penalties and other billing functions are operating as intended.
  • Provide technical and analytical support to Utility Billing and Technical Support, including investigating system issues and working with the billing software provider to resolve complex billing and configuration concerns
  • Support utility rate and cost-of-service reviews and provide analysis and recommendations related to applicable Utilities bylaws, directives, programs and process updates

 

Qualifications and Skills:

  • Related post-secondary Degree (eg: Business) and 3-5 years’ experience in a complex business environment and/or municipal government setting  
  • CPA designation is considered an asset  
  • Public sector/municipal utilities/finance experience is preferred  
  • Knowledge in utility billing and water/sewer infrastructure is an asset  
  • Strong analytical and critical thinking skills, with the ability to translate insights into practical solutions and support their implementation to achieve desired outcomes
  • Technical proficiency especially in Excel is required; experience with Tempest would be an asset
