Public hearings provide an opportunity for members of the public to speak to Council on advertised planning and development matters and other matters as determined by Council.

Statutory public hearings

Most statutory public hearings deal with land use planning and development and are required by the Municipal Government Act. Public hearings enable residents who might be affected by a proposed bylaw to provide direct input to Council. Public hearings are held on Tuesdays at either 5 p.m. or 7 p.m. during regular Council meetings, and are advertised in the local newspaper.  

Non-statutory public hearings

Non-statutory public hearings are directed by Council to seek direct input from residents on other matters. Non-statutory public hearings are held as part of a regular Council meeting and will be advertised in advance. 


To speak at a public hearing

Participation is available in person or virtually. Anyone who wishes to make a presentation to Council or provide written submissions should note the following deadlines and requirements:

  • Anyone intending to speak must fill out the Public Hearing request to speak form.

  • If you wish to speak virtually, you must register 4 p.m. the day before the hearing.

  • Anyone intending to speak at the public hearing in person is encouraged to register in advance but may also choose to register at the public hearing. Speakers who have registered prior to the hearing will be heard first.

  • Each speaker will be limited to five minutes.

  • Written submissions are also accepted for public hearings through the form and will be distributed to all of Council. 

  • You may display visual materials during your presentation if those materials are provided as a written submission in accordance with these guidelines.  

Please note that public hearings, including presentations made by speakers, are recorded. The meetings are made available for viewing on the County’s public website and the names of presenters along with a brief description of their position is included in the meeting minutes. All written submissions for public hearings are also made available for public viewing.
