Biography

Now in her sixth year and second term as Mayor of Alberta's fourth largest municipality, Cathy has fifteen years of diverse elected experience, including:

  • Vice-Chair of the Capital Region Board (CRB) where she also chairs the CRB Governance Committee and is a member of both the CRB Land-use Committee and the CRB Advocacy and Communications Committee
  • Vice-Chair of the Alberta Industrial Heartland Association
  • Member, Edmonton Regional Airports Authority
  • Member, Strathcona County/Fort Saskatchewan Intermunicipal Relations Committee
  • Member, Festival Place Advisory Committee
  • Former Vice-Chair of the Alberta Capital Region Alliance
  • A Past President of the Trans Canada Yellowhead Association
  • Founder and member of the County's Youth Advisory Committee
  • Past Director of the Alberta Capital Region Wastewater Commission
  • Past Director of the Telus Community Board

Born in 1960 in Winnipeg as Cathy Dawn McPhail, Cathy's roots in western Canada precede confederation.

Cathy graduated from the University of Manitoba in 1981 with Bachelor of Arts in Political Science and Economics.

She moved to Alberta in 1982 where she worked in Environmental Planning with the Energy Resources Conservation Board for five years and then as a stay at home mother for seven.

Her first official involvement with Strathcona County came in 1992 when she was appointed to the Strathcona County Development Appeal Board.  After a three year term, Cathy decided to run for County Council.

She was elected Strathcona County Councillor in 1995 for then urban and rural Ward 4, re-elected in 1998 and acclaimed in 2001.

Cathy stepped forward to take on the municipal leadership in the Mayoral election in 2004, won a strong mandate and was re-elected again in 2007.

Cathy is married to Rex Adam.  Together they parent four young adults.
