Senior Development Officer
Planning and Development Services
The Senior Development Officer is responsible to ensure that development permits and statements respecting compliance are processed in accordance with the requirements of the Municipal Government Act, Strathcona County’s statutory plans and the County’s Land Use Bylaw. This position administers Strathcona County’s Land Use Bylaw and provides planning and development expertise and advice to Council, as well as a variety of stakeholders.
Responsibilities
- Administer the Land Use Bylaw
- Review and make decisions on permits associated with complex development proposals
- Provide technical advice and information, analyze feedback, consult with involved parties negotiate alternatives and ensure compliance with regulations
- Process letters respecting compliance, review notifications and circulations and communicate decisions regarding development-related matters to applicants and adjacent landowners as well as internal and external stakeholders
- Prepare reports and provide representation at Council and Subdivision and Development Appeal Board meetings with respect to development related matters
- Conduct site/field inspections related to proposed development and to determine compliance with the regulations of the Land Use Bylaw
- Provide project management for complex and/or special projects
- Work with other Development Officers and administrative support staff for the purpose of ensuring accuracy of information and timely decisions related to any proposed development within the municipality
- Monitor POSSE to ensure effective record management of the development permit and request for letters respecting compliance process
- Interpret and provide advice on planning and development regulations of the Municipal Government Act; Municipal Development Plan; and other statutory documents, plans, policies and procedures
- Receive and respond to correspondence and information requests; compile documentation and prepare reports
- Assist in the preparation of branch policies, processes and procedures
Qualifications
- Degree in Land Use Planning with a minimum of five years experience with emphasis on development processes and membership in the Alberta Development Officers Association (or similar association if applying from outside the Province of Alberta)
- Knowledge of applicable federal, provincial and municipal legislation, policies, processes and programs and the ability to interpret and integrate this knowledge into planning and development projects
- Ability to influence outcomes through excellent public relations, communications, interpersonal, facilitation and mediation expertise
- Proven leadership and team-building skills
- Demonstrated ability to write and produce high quality presentations and reports
The annual salary range is $76,833 to $96,041 working 35 hours per week. In addition to providing a dynamic working environment we offer a competitive benefits package.
