You are an experienced payroll supervisor who demonstrates a high level of energy and enthusiasm.  You have proven ability to build strong working relationships and provide excellent service at all levels in the organization.  You are known for being proactive, results-oriented, resourceful and strive to meet deadlines without compromising accuracy and excellent product quality.  As a senior team member, your reputation includes a well developed ability to recognize and positively influence team dynamics, take initiative, and meet deadlines.  You are a stickler for accuracy, attention to detail, and operate as the subject matter expert and escalation point to resolve issues.  You continuously look for and implement improvements in payroll processes.

Your key responsibilities will be:

  • Lead and supervise a team of Payroll Specialists responsible for timely and accurate processing of the County’s full cycle payroll; ensuring team members acquire necessary skills and performance attributes, in line with business and personal development needs
  • Plan and coordinate monthly, quarterly and annual deliverables including remittance and reporting activities
  • Perform pre and post audits, internal control processes for payroll processing including approval of all off-cycle payments, mass changes to pay adjustments and annual employee benefit premium changes
  • As the subject matter expert, research and resolve complex employee pay issues
  • Provide timely and accurate financial and budget information for management decision-making, HR reporting and analysis
  • Manage and coordinate month and year end payroll activities
  • Develop quality assurance procedures to ensure accuracy of payments to employees and filings to jurisdictional authorities
  • Responsible for the process improvement within the Payroll group by creating and adhering to new standard work documentation and process flow charts
  • Lead role in development and implementation of new systems and processes

You will have the following skills and directly related work experience:

  • Certified Payroll Manager (CPM) certificate with the Canadian Payroll Association.  Completion of a 2 year accounting diploma preferred.
  • 7-10 years of payroll related experience in a large organization, with 3 to 5 years in a supervisory capacity
  • Knowledge of Canadian Payroll Legislation, compliance and processing experience as well as knowledge of Canadian tax and reporting requirements
  • In-depth knowledge of year end and new year requirements for Canada, including complex reporting of taxable benefits
  • Ability to effectively manage multiple priorities and work in a fast-paced environment
  • Excellent verbal and written communication skills
  • Ability to deliver excellent customer service at all levels of the organization
  • Possess strong organizational, time management and project management skills with a demonstrated ability to work both independently and within a team environment
  • Ability to communicate clearly and concisely, both orally and in writing
  • Advanced skills in Microsoft Office applications (MS Word, Excel, PowerPoint and Outlook) and HRIS systems; preferably J.D. Edwards Human Resource Management Information System or comparable payroll software

Working 35 hours per week with a flexible work schedule, we offer competitive compensation, professional development and generous employee benefits as part of our effort to keep Strathcona County a motivating, healthy, and productive work place.  The annual salary range for this position is $66,263 to $82,828.
