The Manager, Financial Advisory Services provides strategic leadership and management for continuous review and renewal of financial strategies, policies and information systems to enhance the overall effectiveness and efficiency of the County’s financial management and business decision making.
Responsibilities
- Oversee the establishment, review and enhancement of financial strategies, policies and procedures for the purpose of meeting County Council, Executive Team and Financial Services short and long-term strategic goals
- Support the Director, Financial Services and the County Treasurer in achieving Strathcona County’s financial mandate and goals
- Support the Director, Financial Services in achieving the Department’s mandate and goals
- Develop, maintain, and enhance County financial information systems with the objective of providing timely, accurate information and analysis to support County decision makers
- Promote excellent customer service and provide sound advice, direction and assistance to Departments
- Manage County projects requiring deep financial expertise including corporate priorities, as directed by Executive Team, the Treasurer and/or the Director, Financial Services to achieve efficiency, effectiveness, economy and equity
- Manage Branch resources and project teams to ensure resources are planned and directed to effectively and efficiently deliver outcomes
Qualifications
- A professional accounting designation (CA, CGA or CMA) and several years experience in progressively responsible financial management positions including financial policy, financial systems, business process development, review and administration
- Proven leadership in policy development, administration and implementation in compliance with the Municipal Government Act and other relevant legislation
- Broad and comprehensive knowledge of the CICA Public Sector Accounting Handbook, financial management and reporting theories and concepts, and financial controls and systems
- Strong managerial, interpersonal, communication, and presentation skills
- Extensive understanding of financial analysis, planning, and reporting techniques
- Sound knowledge of municipal and provincial legislation and government practices
- Superior strategic, critical thinking and analytical skills
